Abstract

This article approaches from the perspective of the analysis of public policy networks the case study of the Seed Cluster in Argentina, created in 2009 with the purpose of improving the competitiveness of the productive sector. The aim was to describe the relationship structure of the network, characterize the behaviors of the public and private actors involved, and analyze the effects on the productive improvement. Methodological techniques typical of social network analysis were applied based on a documentary analysis from which three adjacency matrices and a multiplexed sociogram were developed, and relational indicators such as density, centrality of degree and centralization were calculated. The results show that it is a structure with low connectivity and high centralization, where few actors have greater power, resources and accessibility to influence the flow of exchanges within the network to a greater extent. The QAP correlation analysis showed that there are no statistically significant associations between the matrices studied. It is also suggested to advance in the line of research by conducting in-depth interviews with the members of the network to deepen the qualitative analysis of the case.
