The article defines the directions of the concept strategy for the development of innovative small business in the system of economic security, which is particularly relevant in the digital economy. The characteristic of the high-speed development of the innovative sphere, which predetermined the routing of the formation of the digital economy management system, is given. The positions of Russia in the need to increase the technological tools to reach a decent level in the world rankings assessment of immersion in the digital economy.
