Abstrak Penyelenggaraan pelayanan publik merupakan upaya negara untuk memenuhi kebutuhan dasar dan hak-hak sipil setiap warga negara atas barang, jasa, dan pelayanan administrasi yang disediakan oleh penyelenggara pelayanan publik. Pada kenyataannya sampai saat ini, pelayanan publik masih dinilai belum memuaskan masyarakat. Hal tersebut dikarenakan beberapa permasalahan etika administrator pelayanan publik seperti sikap kurang responsif, kurang mau mendengar saran dan keluhan, inefisiensi, diskriminatif serta sikap kurang ramah. Etika masih dianggap suatu hal yang kurang penting dan diabaikan, padahal penerapan etika atau kode etik administrator dalam menjalankan pelayanan akan mendorong optimalisasi pelayanan publik. Selain itu, optimalisasi pelayanan publik akan bisa mewujudkan good governance yang selama ini menjadi harapan masyarakat. Oleh karena itu, penelitian ini akan membahas tentang dampak kode etik sebagai faktor utama yang mempengaruhi pelayanan publik dalam mewujudkan good governance. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi pustaka yang diambil dari beberapa jurnal dan artikel yang berkaitan dengan fenomena dan objek yang diteliti. Hasil penelitian menunjukkan bahwa penerapan etika pelayanan publik bagi pegawai memegang peranan penting karena akan mencegah perbuatan yang tidak etis, dapat meminimalisir masalah pelayanan publik sehingga membangkitkan dukungan dan kepercayaan dari masyarakat luas bahwa terciptanya pelayanan publik yang baik dapat membangun good governance menjadi suatu kenyataan. Abstract The implementation of public services is an effort by the state to fulfill the basic needs and civil rights of every citizen for goods, services, and administrative services provided by public service providers. In fact, until now, public services are still considered unsatisfactory to the community. This is due to several ethical problems of public service administrators such as being less responsive, less willing to listen to suggestions and complaints, inefficiency, discriminatory and unfriendly attitudes. Ethics is still considered something that is less important and is ignored, even though the application of ethics or an administrator's code of ethics in carrying out services will encourage the optimization of public services. In addition, the optimization of public services will be able to realize good governance which has been the hope of the community. Therefore, this study will discuss the impact of the code of ethics as the main factor influencing public services in realizing good governance. This study uses a qualitative approach with a literature study method taken from several journals and articles related to the phenomena and objects studied. The results show that the application of public service ethics for employees plays an important role because it will prevent unethical acts, can minimize public service problems so as to generate support and trust from the wider community that the creation of good public services can build good governance into a reality.
