In Spain, a law on social protection against the risk of long-term care dependency was adopted at the end of 2006. The adoption built on a lively, but by no means controversial debate. The need for regulation and urgent action had been pointed out by an in-depth study commissioned by the Government (Libro Blanco). An additional recommendation was passed saying that. “it is necessary to create an integrated system that takes into account the global phenomenon.
