Abstract

The article contributes to the debate on advantages and shortcomings of new modes of governance by focusing on Public Private Partnerships (PPP). In particular, the capacity of cross-sector partnerships for innovative solution is of interest. The article outlines the debate on PPP and delineates the diffusion throughout the public sector in Germany. After having analyzed the motives of different actors for starting a collaborative venture, we systematically compare organizational, contractual, network-like and focal cross-sector partnerships: Specific mixes of governance modes within PPP are not linked unambiguously with performance outcome. Therefore, new forms of governance may open up spaces for innovation, but cannot sufficiently explain "good" results.
