Abstract

This study aims to determine the effectiveness of the preventive and rehabilitative services of the Social Security Administrator for health  (BPJS-Kesehatan) of Berau Regency to the community in Kampung Bugis Village and to analyze the inhibiting and supporting factors for the effectiveness of the preventive and rehabilitative services of BPJS Kesehatan. The approach used in this research is a qualitative descriptive approach. Furthermore, there were 5 (five) informants in this study consisting of the organizers of the Berau District Health BPJS, the Bugis Village Health Center, and the Bugis Village Community. Furthermore, the findings of this study revealed that BPJS Health's preventive and rehabilitative services to the Kampung Bugis society are ineffective. Health promotion is just a campaign to live a healthy life, as the program's socialization has not yet been widely implemented. In terms of rehabilitative services, BPJS users continue to complain about BPJS Health technical implementers' poor performance. Another criticism raised by BPJS Health service users is the lack of time effectiveness in BPJS Health services in the Berau Regency. The factors that interfere with BPJS Health's preventive and rehabilitative services to the community in Kampung Bugis Village are service procedures, health facilities and infrastructure, human resources (medical personnel), and socialization. While, the supporting factors are a collaboration with stakeholders, health services in accordance with Standard Operating Procedures (SOP), availability of Mobile JKN BPJS Kesehatan applications, and quality improvement of first level facility services (FKTP) through the provision of accreditation.Penelitian ini bertujuan untuk mengetahui bagaimana efektivitas pelayanan preventif dan rehabilitatif Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan Kabupaten Berau terhadap masyarakat di Kelurahan Kampung Bugis, serta menganalisis faktor penghambat dan pendukung efektivitas pelayanan preventif dan rehabilitatif BPJS kesehatan. Pendekatan yang digunakan dalam penelitiaan ini adalah pendekatan deskriptif kualitatif. Selanjutnya, terdapat 5 (lima) informan dalam penelitian ini yakni terdiri dari penyelenggara BPJS Kesehatan Kabupaten Berau, Puskesmas Kampung Bugis, beserta Masyarakat Kelurahan Kampung Bugis. Lebih lanjut, hasil studi ini menunjukkan bahwa pelayanan preventif dan rehabilitatif BPJS Kesehatan terhadap masyarakat Keluharan Kampung Bugis masih kurang efektif. Promosi kesehatan yang dilakukan hanya sebatas ajakan untuk berlaku hidup sehat sementara sosialisasi program masih belum masif dilakukan. Dalam konteks pelayanan rehabilitatif, pengguna layanan masih mengeluhkan rendahnya performa pelaksana teknis BPJS Kesehatan. Keluhan lain yang diberikan oleh pengguna layanan BPJS Kesehatan adalah kurangnya efektivitas waktu dalam pelayanan BPJS Kesehatan di Kabupaten Berau. Adapun faktor penggambat pelayanan preventif dan rehabilitatif BPJS Kesehatan terdahap masyarakat di Kelurahan Kampung Bugis adalah prosedur pelayanan, sarana dan prasarana kesehatan, sumber daya manusia (tenaga medis), dan sosialisi program. Sementara faktor pendukungnya adalah Kerjasama dengan stakeholders, Pelayanan Kesehatan sesuai dengan Standar Operasional Prosedur (SOP), Tersedianya aplikasi  Mobile JKN BPJS Kesehatan, dan Peningkatan Mutu Pelayanan Fasilitas Tingkat Pertama (FKTP) Melalui Pemberian Akreditasi.
