Abstract

The Czech Republic has developed what is arguably the most radical performancebased research evaluation system in Europe, the Evaluation Methodology (EM). Locally it is referred to as the coffee grinder after its ability to take research outputs from all disciplines and organizations (universities, academy of science and research institutes) and reduce them to a common numerical point system.
