EDUCATIONAL POLICIES FOR INNOVATION, INCLUSION AND ICT IN BOLIVIA, PARAGUAY AND URUGUAY

Abstract

The objective of this article is to present an analysis of the educational policies proposed in three national training plans: Sectoral Plan for the Integral Development of Education 2016--2020 (Bolivia), Educational Action Plan 2018-2023 (Paraguay) and National Plan for Educational Policy 2020–-2025 (Uruguay), considering as central categories the development of 1) innovation, 2) inclusion, and 3) Information and Communication Technologies (ICT), using a comparative methodology that allows locating similarities and differences to find trends exposed in each plan. Based on the results obtained, it is concluded that understanding the symbiosis between innovation, inclusion and ICT requires a deep analysis in which the linking of these categories is visualized, in a process through which they connect and reconnect to achieve an improvement in the learning.
