Abstract

The School Party is the strategic design of Struggle Indonesia Democratic Party (PDI Perjuangan) have been actualities to ideologic of aggregation and political education for the candidate of the local executive is the programming of political for the three pillar of party. The destinate of aim The School Party is going to harmonization and to equate the policies of the regional government with the policies of the President. In the other that to addition  aims to inculcate  the ideology of  Pancasila and the doctrine of Bung Karno as the characteristic the institutional political of PDI Perjuangan to design the political education to becomes the pattern of behaviouristic for the candidates of regional executive. So that the School Party of PDI Perjuangan as the contract for the candidates the local of regional executive, whether they are to promoted or supported.  This studies of the scholar uses the concept of Richard Gunther and Larry Diamond (2001) regarding the types and functions of the political parties in designing political institution with the party’s policies in Robert E. Goodin’s (1998) of the theory design institution as a form of the new institution that emphasizes and focuses about the formation of regional government in the PDI Perjuangan’s ideologies. The Party School is the design of PDI Perjuangan’s vision and mission as a political institution, to be able to uniform/ to built the alignment of the policies Party, between the President’s policies and the policies of regional heads government, in the centered on the PDI Perjuangan itself through political education for the regional executive candidates in the 2020 simultaneous the election. Sekolah Partai sebagai rancangan strategis PDI Perjuangan dalam mempersiapkan kepemimpinan politik sebagai kepala daerah melalui pilkada serentak. Pilkada serentak 2020 ditengah kondisi pandemic Covid-19, praktek oligarki dan politik dinasti, serta aturan presidential threshold menjadikan partai beramai-ramai ke arah orientasi vote-seeking dan berorientasi pada official-seeking sehingga partai politik tidak mengarah pada peningkatan kapasitas kader dan anggota partai itu sendiri. Hasil penelitian penulis ini melalui proses wawancara mendalam dan pernyataan tertulis dari narasumber. Dengan menggunakan metode kualitatif dalam bentuk studi kasus. Dengan menggunakan konsep Gunther dan Diamond (2001; 2003), Wolinetz (2002) mengenai tipe dan fungsi partai politik dalam merancang kelembagaan politik dengan kebijakan partai dalam teori design institution (rancangan institusi) Goodin (1998. Sekolah Partai sebagai rancangan PDI Perjuangan dalam mempersiapkan dan menghasilkan kepemimpinan daerah untuk selaras dengan Presiden yang tentunya selaras dengan PDI Perjuangan, sebab Presiden adalah petugas partai yang berasal dari PDI Perjuangan. Hal ini dikarenakan pilkada serentak 2020 terbangunnya bentuk koalisi. Sekolah Partai menjadi rancangan institusi (design institution), yaitu terciptanya suatu perancangan visi dan misi PDI Perjuangan untuk dapat menyeragamkan kebijakan daerah dan pusat sebagai kebijakan PDI Perjuangan dengan aspek ideologisnya.
