Abstract

The author’s association with the COST 11 ter MANDIS project on distributed systems management and more recent interaction with the CEC in their ESPRIT II 1989 and FRAMEWORK programmes has shown that there is considerable scope for collaborative R & D between European laboratories. This note provides a brief summary of the author’s suggestions for such programmes.
