The proposed general ecological monitoring algorithm consists of the following steps: (a) current and forecast meteorological data checking; (b) simulation of the pollutants dissipation corresponding to (a) and to the normative values of the pollutants volumes from the industrial plants pollution sources; (c) intelligent decision making on the direct near-earth pollutants concentrations measurements necessity; (d) in the case of such necessity mobile ecological laboratory dislocation for the pollution level checking; (e) the decision making on the pollution results prevention. The presenting particular results, which concern to the steps (c) and (d) were carried out in the two-level checkup structure. The lower level supplies the preliminary handled results of the concentration measurements in the points prescribed by the upper level. The problems to be solved at the upper level include the necessary measurements points placing estimation and the mobile laboratory route elaboration. The approach to these problems decision is formulated as the distant indirect pollutants sources volumes identification by means of the direct concentrations measurements data mining. The problems of the information delay in the checkup structure levels exchange channel as well as the measurements synchronization troubles are discussed. The examples of the algorithms convergence and effectiveness are included.
