This paper studies the concept of electronic empowerment from the citizenship view, which refers to citizens’ political participation, accessibility and their ability to supervise government decisions. Especially, the study focuses on local government for two case studies, namely the municipalities in Greece and the Czech Republic. Firstly, the paper describes existing models and indices for electronic empowerment measurement. The Citizen Web Empowerment Index has been used for the two case studies to estimate the level of citizen electronic empowerment. Next, the paper presents the analysis results of the measurements, showing that both countries are at low to moderate level of e-empowerment.
