EVALUASI PROGRAM PELAYANAN DAN REHABILITASI ANAK JALANAN DI DINAS SOSIAL KOTA BEKASI

Abstract

This research is motivated by the phenomenon of street children who have increased every year and the presence of disturbing street children also disturbs the community in Bekasi City. To reduce the number and restore the social function of street children, the Agency of Social Service of Bekasi City held a Service and Rehabilitation Program for Street Children. However, after this program was implemented, street children still returned to the streets and did not behave in accordance with the prevailing social values and norms. The author sees a problem in evaluating the service and rehabilitation program for street children. The purpose of this study was to find out and analyze how to evaluate the service and rehabilitation program for street children at the Agency of Social Service of Bekasi City. By using the theory, namely the five steps of implementing program evaluation according to Debra J. Holden and Marc A. Zimmerman (2012), namely Assess Context, Gather Reconnaissance, Engage Stakeholders, Describe the Program, and Focus the Evaluation. The method in this study uses qualitative research methods. The results showed that the service and rehabilitation program for street children at the Agency of Social Service of Bekasi City had not gone well, because the evaluation of the program had not been informative in delivering the evaluation results and had not shown the efficient progress of the program, so it was not in accordance with the five steps of implementing the program evaluation. Then, problems are still found in the program facilities and infrastructure that cannot be used optimally and there are still shortcomings. The design of the program evaluation planning matrix has not yet been compiled and has not involved stakeholders and program sponsors in the evaluation process. In addition, the priority of the types of questions in the evaluation focus has not been determined. The evaluation report of the service and rehabilitation of street children also has not conveyed the overall problems of each activity in the program. Penelitian ini dilatarbelakangi adanya fenomena anak jalanan yang mengalami peningkatan tiap tahun dan kehadiran anak jalanan yang meresahkan juga mengganggu masyarakat di Kota Bekasi. Untuk menekan jumlah dan memulihkan fungsi sosial anak jalanan, Dinas Sosial Kota Bekasi mengadakan Program Pelayanan dan Rehabilitasi Anak Jalanan. Namun, setelah program ini diterapkan anak jalanan masih kembali ke jalan dan belum berperilaku sesuai dengan nilai dan norma sosial yang berlaku. Penulis melihat adanya permasalahan dalam evaluasi program pelayanan dan rehabilitasi anak jalanan. Tujuan penelitian ini untuk mengetahui dan menganalisis bagaimana evaluasi program pelayanan dan rehabilitasi anak jalanan di Dinas Sosial Kota Bekasi. Dengan menggunakan teori yaitu lima langkah pelaksanaan evaluasi program menurut Debra J. Holden dan Marc A. Zimmerman (2012) yaitu Assess Context, Gather Reconnaissance, Engage Stakeholders, Describe the Program, dan Focus the Evaluation. Metode dalam penelitian ini menggunakan metode penelitian kualitatif. Hasil penelitian menunjukkan bahwa program pelayanan dan rehabilitasi anak jalanan di Dinas Sosial Kota Bekasi belum berjalan dengan baik, dikarenakan evaluasi program tersebut belum informatif dalam penyampaian hasil evaluasi serta belum menunjukkan kemajuan efisien program, sehingga belum sesuai dengan lima langkah pelaksanaan evaluasi program tersebut. Kemudian, masih ditemukannya permasalahan pada sarana dan prasarana program belum dapat digunakan secara maksimal dan masih terdapat kekurangan. Rancangan matriks perencanaan evaluasi program belum tersusun dan belum melibatkan para pemangku kepentingan serta sponsor program dalam proses evaluasi. Selain itu, belum ditentukan prioritas jenis pertanyaan dalam fokus evaluasi. Laporan evaluasi program pelayanan dan rehabilitasi anak jalanan juga belum menyampaikan secara keseluruhan permasalahan dari setiap kegiatan dalam program.
