Abstract

In decision analysis, people may be uncertain about their judgements. For example, human opinions may involve such answers as abstain and refusal besides yes or no answers. When evaluating the alternatives, considering only yes answers may not reflect the true preference. In this study, we analyze the effect all types of opinions on a decision process. This work proposes an application of a multi criteria decision making problem considering citizens’ satisfaction level from public services in Turkey. In this application citizens’ satisfaction is measured by four different answers as “satisfied”, “neither satisfied nor unsatisfied, “not satisfied” and “no idea”. For this purpose, we utilize TOPSIS (technique for order of preference by similarity to ideal solution) method with fuzzy sets, intuitionistic fuzzy sets and picture fuzzy sets for ranking the alternatives. As a result final rankings maintained by different fuzzy set extensions are compared and the effect of fuzzy uncertainty on decision making process is analyzed.
