Abstract

The objective of the present study is to analyze the situation of the oil industry in Peru, during 1996-2010, in order to identify whether the policies implemented in the Peruvian oil sector in this period have been adequate. The importance of the work is that according to the current Peruvian legislation, the development of the industry of hydrocarbons directly depends on private capital investment, so it is important to assess whether policies for investment promotion and the existing legal framework have had satisfactory results in the management of resources in the country. For the analysis there were independently evaluated, through panel data, two oil zones of the country: the Northwest and the jungle. Analysis of production in both areas identified the main production factors that influence the total cost of production of oil at the wellhead. Based on these factors, the corresponding total cost of oil production functions were determined, and evaluated the behavior of costs means and marginal throughout the study period costs. Results suggests that despite that most Peruvian oil fields are producing for many years, they still have possibilities of improving their levels of production, based on appropriate policies for the promotion of investments.
