Salatiga is indeed full of dynamics, because the Dutch East Indies government seems to be endlessly wanting to organize it. Salatiga was later declared as stadsgemeente by General Johan Paul Van Limburg through Staatsblad No. 266 dated 25 June 1917, which then increased to gemeente in 1926. The main problem in this study was the administration of the gemeente government in Salatiga, to the construction of infrastructure carried out by the Dutch East Indies government to change the image of Salatiga into a colonial city within a period of years since 1917 until 1942. The method used in this study is a critical historical method which consists of four stages, namely heuristics, source criticism (verification), interpretation, and historiography. Based on the study conducted, de Gemeente Salatiga was led by a burgermeester (mayor) who was assisted by the gemeenteraad (city council), while the economic resources of the Indies government were obtained through income from various taxes. Facilities and infrastructure developed by the Dutch East Indies government include office facilities, government buildings, schools, and residential areas.
