Despite diverse views on the impact of globalization on state governance, increasing globalization has caused many nation-states to rethink their governance strategies in order to cope with the rapid social and economic changes. Obviously, educational policy, management, and governance are not immune from the growing pressure to improve service delivery, with better governance and overall performance. Aiming at adapting to the rapidly changing socioeconomic and political environments, universities have changed their governance paradigm from one of“managerialism” and“monetarism” (Gouri et al. 1991; World Bank 1995), to a paradigm combining freedom of choice with market mechanisms (Apple 2000).
