The procedure discussed here comprises 4 major tasks: (1) creating an initial draft of the instrument, which includes clearly defining the concepts to be measured and the study's objectives; (2) establishing a jury of experts, including the design of juror selection criteria and juror selection; (3) completing a qualitative review, in which juror comments are used to modify the instrument; and (4) completing a quantitative review, in which the instrument creator incorporates juror's ratings of each item's "essentialness" to the assessment.
