Abstract

The objective of this study is to discover and discuss the legal management of natural resources in the Indonesian coastal region using preventive monitoring and licensing tools. The employed method is a normative method with a conceptual and legislative approach. Preventive instruments in controlling pollution and environmental damage in coastal areas need to be implemented using supervision instruments and business permits. The relevant agencies under their respective authorities supervise the coastal regions and small islands in a coordinated manner. Local communities and traditional communities can also carry out control. Everyone who uses coasts and tiny islands, partly and permanently, must have a business permit. Communities governed by customary law are excluded from obtaining business permits for the use of space in coastal and marine zones. Therefore, beginning with the process of planning, usage, supervision, and control in coastal regions and tiny islands, society must be actively involved.
