Abstract

In the eyes of the Taliban leaders, establishing the Islamic Emirate of Afghanistan (IEA) illustrated their control over the civil and military administration in the country. Theoretically, the Taliban were successful in adapting the charismatic role of their leader Mullah Mohammed Omar to their interpretation of Islamic principle of governing, the Islamic Khelafat. They attempted to build a legal administration and judicial system based on this so that the personal role of their supreme leader would dominate within this system. From this stand, the Taliban endeavored to influence Afghan society by enforcing their rule as the legal government of the country. Such an endeavor by the Taliban leaders made them mobilize their activities on four fronts.
