Bases institucionais do presidencialismo de coalizão

Abstract

Contesta-se a idéia de que a Constituição brasileira de 1988 deixou intocada a base institucional que determina a lógica do funcionamento do sistema político. Assinalam-se mudanças significativas, como o aumento do poder legislativo do presidente da República e os novos mecanismos de controle da ação parlamentar postos à disposição das lideranças partidárias. O quadro que emerge é de um Executivo forte e bem equipado e de partidos disciplinados.The idea that the Brazilian Constitution of 1988 has left untouched the institutional basis that defines the way the political system functions is refuted. It is argued that there are important changes, such as the growth of the legislative power of the President and the new mechanisms of control of parlamentary action available to party leaderships. A strong and well equiped Executive and disciplined parties form the emerging picture.
