This paper is intended as an investigation of effects of two kinds of environmental strategies using agent-based simulation. One is structural strategy to firms such as negative sanction to environmentally non-improving firms and positive sanction to improving firms. The other is behavioral strategy to consumers such as communication to modify ways of action. The results showed that behavioral strategy was also very important for the environmental policy design.
