Abstract

The chapter is devoted to the policy making an issue in the field of technology upgrading. It is shown that emerging technologies should be in the focus of the R&D&I policy of a country. The emerging technologies are considered as those which are based on scientific results characterized by novelty, high speed of development, and potentially strong impact. To identify the list of emerging technologies, OECD uses the methodology of burst analysis developed by Kleinberg. It allows identifying the following technology areas as emerging: new display devices, medical and veterinary science and biochemistry, measuring and testing, lightening and electric batteries. Also, there were identified 33 co-developed patent pairs, which probably will have a large impact on the economic development shortly. The results of Ukrainian patent database analysis regarding emerging technologies development are also presented in the paper. Therefore, it is argued that current trends in emerging technologies may help to address industrial and research policy to focus it on more profitable issues. It will lead the country to get a proper place in the global technological chains.
