The chapter examines the impacts of international organizations on Vietnam’s higher education policy. The impacts are considered at both policy and institutional levels. Observation has shown that although the World Bank, UNESCO and ADB have been successful in intruding various ideas into national policymaking, the values added to the nation’s education system have been more limited than were expected. The chapter employs the theory of implementation to assist in understanding why intended results have not been fully achieved. It concludes that Vietnam ought to adjust its current implementation approach and pay due attention to the system’s capacity to absorb changes.
