A maldição dos recursos naturais: atualizando, organizando e interpretando o debate*

Abstract

Resumo Este artigo objetiva sistematizar e interpretar os argumentos dos principais autores que configuram a literatura internacional, especialmente a mais recente (de 2005 a 2015), acerca do debate em torno da relação entre abundância de recursos naturais e desenvolvimento econômico. Como meios para alcançar o objetivo proposto, realiza-se revisão crítica da literatura e escolhe-se organizar os principais autores identificando as escolas do pensamento econômico às quais eles se alinham. Identificam-se três principais correntes de pensamento econômico que estruturam o debate vigente: os estruturalistas/keynesianos, defensores da ideia de “maldição” dos recursos naturais; os neoinstitucionalistas, adeptos da concepção de que as instituições são decisivas na inibição da “maldição”; e os neoschumpeterianos, partidários da visão de que o dinamismo tecnológico impede a “maldição”. A identificação destas correntes e o agrupamento dos seus principais autores organizam o debate permitindo melhor compreensão das suas diferenças, teóricas e empíricas.Abstract This article aims to systematize and interpret the arguments of the main authors that make up the international literature, particularly the most recent (2005-2015), about the debate on the relationship between abundance of natural resources and economic development. To achieve the proposed objective, a critical literature review was carried out and the main authors were organized according to schools of economic thought. We identify three main schools that shape the current debate: the structuralist / Keynesians that advocate the natural resource “curse” idea; the neo-institutionalists that support the conception that institutions are crucial to inhibiting the “curse”; and the neo-schumpeterians that follow the view that innovation and capacity building impede the “curse”. Organizing the debate by identifying these schools and grouping their main authors makes it possible to better understand their theoretical and empirical differences.
