Spatial Growth of Urban and Rural Construction Land and Policy Impact Mechanism in Hangzhou

Abstract

In the process of rapid urbanization, urban space policy has already become an important factor affecting urban space growth. Using RS and GIS platform, this paper processed multi-source data through the sector analysis, the expansion intensity index, and the centroids of urban and rural construction land in Hangzhou from 2000 to 2015. The analysis led to the following results: (1) Incremental form changed from single fan to the full circle; (2) The expansion intensity index was balanced to the equilibrium type; (3) The centroid shifted from west to the east. This paper then compared the three resulting spatial growth modes to spatial policy classification revealing that: (1) The adjustment policies affected the urban structure; (2) The guiding policies upgraded urban functions; (3) The expanding policies (including adjustment policies and guiding policies) balanced with the reverse policies to promote urban space development. Finally, the analysis revealed that space policies influence spatial growth by forming the shape, changing the timeliness and shifting the stage.
