Abstract

Penelitian ini bertujuan untuk mengevaluasi pelaksanaan program Desa Inovasi patin Perkasa ditengah pandemi Covid-19 di Tulungagung, dengan menggunakan model evaluasi CIPP (Context, Input, Process dan Product). Penelitian difokuskan pada 4 komponen yaitu: 1) Konteks terdiri dari landasan hukum, analisis kebutuhan, latar belakang program, tujuan program dan potensi/ peluang daerah. 2) Input terdiri dari sumber daya manusia, kesiapan penyuluh, kesiapan pelaku utama, karakter/ kondisi desa, strategi dan perencanaan, sarana dan prasarana serta pembiayaan. 3) Proses terdiri dari pelaksanaan kegiatan program, kinerja penyuluh, kinerja pelaku utama dan identifikasi masalah. 4) Produk terdiri dari keberhasilan program, dampak dan keberlanjutan program. Metode penelitian yang digunakan adalah evaluasi deskriptif dengan pendekatan kualitatif. Data dikumpulkan dengan wawancara, observasi, dokumentasi dan angket. Selanjutnya, data dianalisis dengan teknik deskriptif analitik non statistik dan deskriptif kuantitatif. Penelitian dilakukan di Balai Riset Pemuliaan Ikan (BRPI) Sukamandi dan di Desa Inovasi Kendalbulur, Tulungagung. Hasil penelitian menunjukkan bahwa pelaksanaan program secara umum dalam kondisi baik. Hal ini dapat terlihat dari hasil evaluasi pada masing – masing komponen evaluasi yaitu: 1) komponen context mendapatkan persentase sebesar 92% berada pada kategori sangat baik, 2) komponen input mendapatkan persentase sebesar 73% berada pada kategori baik 3) komponen proses mendapatkan persentase sebesar 74% berada pada kategori baik 4) komponen product mendapatkan persentase sebesar berada pada kategori baik 62%. Berdasarkan hasil penelitian, dapat diketahui pula pelaksanaan program selama Pandemi Covid-19 menjadi kurang efektif dan hasilnya tidak maksimal. Hal ini karena, kondisi Pandemi mengakibatkan terjadinya beberapa kendala seperti pada prosesnya tim pelaksana BRPI terbatas untuk dapat meninjau lokasi secara langsung. Selain itu, produk hasil dari pelaksanaan program tidak dapat terjual dengan maksimal yang diakibatkan overproduksi dan turunnya harga pasar. This research was conducted to evaluate the implementation Desa Inovasi patin Perkasa program during the Covid-19 pandemic in Tulungagung, using the CIPP (Context, Input, Process and Product) evaluation model. The research focused on 4 components, namely: 1) Context consisting of legal basis, needs analysis, program background, program objectives and regional potential/opportunities. 2) Input consisting of human resources, readiness of penyuluh, readiness of main actors, character/condition of village, strategy and planning, facilities and financing. 3) The process consists of the implementation of program activities, the performance of penyuluh, the performance of the main actors and the identification of problems. 4) Products consisting of program success, impact and program sustainability.The research method used is a descriptive evaluation with a qualitative approach. Data was collected through interviews, observations, document studies and questionnaires. Furthermore, the data were analyzed by non-statistical descriptive analytical techniques and also quantitative descriptive. The research was conducted at the Balai Riset Pemuliaan Ikan (BRPI) Sukamandi and in the Desa Inovasi Kendalbulur, Tulungagung.The results showed that the program implementation was generally in good condition. This can be seen from the results of the evaluation on each component, namely: 1) the context component gets a percentage of 92% in the very good category, 2) the input component gets a percentage of 73% is in the good category 3) the process component gets a percentage of 74% is in the good category 4) product components get a percentage of 62% in the good category. Based on the results of the study, it can also be seen that the implementation of the program during the Covid-19 pandemic has become less effective and the results are not optimal. This is because the Covid-19 Pandemic conditions have resulted in several obstacles as in the process of program implementation, the BRPI team is limited to directly observing the program locations. In addition, the products result cannot be sold optimally due to overproduction and falling market prices.
