Abstract

Effective water governance is required for success in IWRM, but in many countries, it is not working well. Governance depends on institutional arrangements to include the rule of law and on organized government to provide structure for management processes and elements of culture, such as values, attitudes, relationships, and incentives. A model of institutional analysis includes these questions: how management and control work, what are the key issues in each category of processes, and which practices should lead to improvement? Water governance is under scrutiny around the world and many topics are being investigated, such as policies, legislation, and institutions, as well as those affecting human rights. Water managers can promote good water governance, especially by implementing effective management practices and promoting productive relationships among stakeholders.
