Identifies and analyzes political motivations , conceptions theoretical- methodological support structures and strategies recommended / used to deploy and develop processes and results of the proposed change in medical education in Latin America during the 90s . For this, we used a conceptual framework and methodology supported in the theoretical framework of social medicine . The main categories of analysis used are from the health strategic planning . Some features from the explanatory model of international health have also been incorporated . The principles of the historical- dialectical constituted the guiding principle of the procedures performed during the research . Examines the issue of human resources in the process of health sector reform developed since the 80s . Among other aspects , it is the precariousness of guidelines aimed at reorientation of medical education , even in countries where the construction of new models of care has been recommended . Retrieves historical aspects of the movement of medical education in Latin America. The object-subject study consisted of a set of four proposals in the Latin American scene in the early 90s : the proposed UNI ( A new initiative in the educational health professionals : unity with the community ) , the Kellogg Foundation ; Changing the proposal ( Change in the educational and medical practice : an agenda for action ) , the WHO , the proposed Network ( problem-based learning in educational institutions oriented to the community ) and the proposed quality management in medical education , the OPS . Through the study of each of the proposals , we proceeded to the establishment of its origins , the systematization of its theoretical and methodological conceptions , the analysis of the processes of implantation and development , the identification of its main social subjects , actors and institutional strategies. A comparative analysis of the performance of theoretical and practical proposals , allowed characterized the initiative UNI as the most consistent and structured , responsible for the processes of change and the most advanced production of some intermediate results ( AU )
