Abstract

ABSTRAK This article tries to analyze government policies related to simplification of the level of bureaucracy after the inauguration speech of the President of the Republic of Indonesia, Ir. Joko Widodo on Sunday, October 20, 2019. Scheme for simplifying the bureaucracy through the policy of transforming the Administration Position into a Functional Position. According to Civil Servants (PNS) data released by the National Civil Service Agency, there are 440,023 level Administration Offices at level 3, 4 and 5. Judging from that data, it can be concluded that a minimum estimate of 60% of the number of level 3 civil servants and below will be transformed into a Functional Position. There will be changes in work changes, job changes, expenditure changes and bureaucratic changes. These changes require updated management or improvement, rather than a desire to make an effective and productive bureaucratic simplification policy that does not address improvements rather than counterproductive. In other words, interactions emerge that will disrupt the realization of the goal of simplifying the bureaucracy through the transformation of the Administration Position into a Functional Position. The potential for counterproductive work shifts is very high in the transformation of Administrative Positions into Functional Positions, therefore, related to strategies determined by counterproductive work in order to transform Administrative Positions into Functional Positions remain productive. The technique of collecting data in this article is the study of literature. This study was conducted by reading and collecting data and information related to counterproductive work behavior theories. The search results formulated the counterproductive work task strategy formulation including carrying out administrative tasks and functions that have a link and match the Functional Position, conducting assessments as a filter, the quality of career inputs for Functional Functions concentrated for individuals who have a lot of financial assistance, aged 40-55 years , conducts placement in accordance with the competency of the assessment mapping results, conducts a short course in the formation of Functional Positions in accordance with the Competency Positions of Functional Positions, conducts monitoring per semester to find progress in the transformation of leadership, changes the coordination of Functional Positions and credit numbers, organizes the organization of the implications of the transition of agreements, conduct an objective assessment of transformers, develop employee competencies after transformation.
