Abstract

At the onset of the 20th century, Three-Rivers witnessed the rapid growth of its urban center due to the establishment of a paper industry. However, this industry caused nuisance and pollution, which in turn triggered a controversy that was documented in multiple sources, i.e. legal, administrative and industrial archives as well as newspapers. These sources provide an opportunity to study discourses about the city, in particular questions of arbitration and the definition of common good (economic growth vs. public health), and discourses on territory, urban space, boundaries, and "territories deemed acceptable" for industrial pollution in the early 20th century.
