IDENTIFICATION AND EVALUATION OF THE MAIN PROBLEMS OF SUBURBAN ZONE DEVELOPMENT IN PLANNING AND STRATEGIC DOCUMENTS. A CASE STUDY OF BYDGOSZCZ AND TORUN POVIATS

Abstract

One of the main problems raised in connection with the dynamic process of suburbanization in Poland is the lack of adequate spatial planning of the suburban zone. The purpose of the study is to determine the adequacy of the directions set out in the adopted strategic and planning documents in relation to the set of the main problems identified in the developed diagnoses. This allowed us to find out the nature of planning activities in suburban areas. The spatial scope of the study was limited to the communes of Toruń and Bydgoszcz poviats included in the Bydgoszcz-Toruń Functional Area. The study assumes that the spheres with particular challenges in the planning of suburban space are: Transport accessibility, access to technical infrastructure, access to public services, and access to sports and cultural infrastructure and services. On the basis of conducted analyses, it was shown that in the areas indicated as problematic, the diagnosis did not always correspond to the proposed directions of further actions. This situation poses a risk of conducting further unplanned and uncoordinated activities in the suburban zone.
