Abstract

In recent years, the Brazilian government has approved of several norms to improve benefits to public policies brought by new technologies. Recent regulatory changes include the new National Civil Identification, mandatory collection of citizens' biometric data, interoperability among databases, integration of personal data, integration of real estate registration data, among others. The use of technology in government functions is associated with the discussion on the protection of rights. Other discussion try to establish a regulatory framework for the use and protection of personal data and on the evidential value of digital documents. Despite the advances made, the Brazilian State still faces legal difficulties and important practices in order to simplify itself in the light of the opportunities brought by new technologies. This article seeks to analyze this situation and is organized in three parts. In the first part, it analyzes recent regulatory changes, as well proposals under examination in National Congress. In the second, problems that still need to be faced. In the third, opportunities brought by new technologies for the creation and improvement of public policies.
