Abstract

Exploring the performance evaluation index system of one-stop smart city app is helpful to promote the design, improvement and development of one-stop city app under the digital society. It is also beneficial for exploring new ways of city operation and building a new model of city governance. Based on the theoretical lens of the improved D&M model, this study proposed an evaluation system with 7 primary indicators which consist of function, design, information quality, service quality, system quality, privacy specification and city influence and 32 secondary indicators by means of literature analysis and expert interviews. It then adopts experts survey and ANP algorithm to determine the indicator weights. From the comparative analysis, it is found that functional indicators and service quality are key to the performance evaluation of one-stop smart city app, and countermeasures and suggestions for improving such app are proposed in terms of core competencies, operation promotion and privacy norms.
