The introduction of industry 4.0 applications implies considerable changes in terms of technology, work organization and employment politics in the perspective of the actors of industrial relations on the company level. The paper explores the conditions for decision-making and action of both management and works councils, based on empirical case studies on the implementation of digital production technology in in German manufacturing companies. The central question is how co-determination is being practiced under the condition that a basic consent for the implementation of industry 4.0 components by the works council is required by regulations of the Works Council Constitution Act. Special attention is given to the relationship of management and works council on the plant level, and the scope of action for works council representatives with regard to ongoing implementation processes of industry 4.0.
