The paper took the example of Huaiyin District of Jinan City to present the design and development of urban environmental sanitation system (UESMS) based on the Graphical Information Systems. Sanitation database was designed to store both attribute data and spatial data in the DBMS. Spatial analysis and sanitization appraisement criterion were defined as function models to help the management of Environmental Sanitation. The UESMS developed by ArcEngine 9.2 and Visual C# will be put into practice in the administration of environment and sanitation and can improve the management efficiency greatly. © 2012 Springer-Verlag Berlin Heidelberg.
