In this book, a group of researchers from different disciplines describe and analyse the approaches which a selection of EU governments took towards the displaced people of Kosovo. They study these approaches in the context of both domestic politics and European integration. Their concern is twofold. First, they examine the EU member states’ response to the protection of Kosovars as a step in the process of altered political thought on the need and means of refugee protection, and second, they study if there is any evolving EU common approach to the subject. They select seven member states as a focus of their study: Austria, France, Germany, Italy, The Netherlands, Sweden and the UK. These seven states reflect the range of EU state stances with regard to their reputations on asylum and immigration policies generally, their approaches to the issue of burden sharing and solidarity at the EU level, their geographical spread with regard to proximity to the Balkan region, and finally their position on the NATO intervention and their involvement in it. Implicit throughout the book is the assertion that EU member states have a duty to accept and protect refugees. The book also contains two appendices. The first deals with other states’ involvement in the reception of Kosovars and the second appendix presents tables relevant to the different chapters.
