Public transparency: Analysis on transparency portals of the municipal executive power of Brazil

Abstract

In view of the need to improve public transparency, it has become necessary to assess the transparency of public management in portals. Thus, the following problem was detected: How is the active transparency, disclosed through the portals, of the largest Brazilian municipalities? This research has as general objective to analyze the state of active transparency, disclosed through the portals, of the largest Brazilian municipalities. Regarding the results, the performance of the 304 municipalities studied was measured, which was 25.27 points. The municipalities with the best status quo of transparency were Porto Alegre - RS, Codó - MA and Balneário Camboriú - SC. The three municipalities with the worst status quo were: Sapucaia do Sul - RS, Camaragibe - PE and Barra Mansa - RJ. In addition, potential opportunities for improving transparency were also identified, such as the need for full compliance with the rules on access to information; greater exploring of the social media; elaboration of maps and manuals discriminating factors related to the functionality of its portals.
