SİNGAPUR EĞİTİM SİSTEMİ İLE TÜRK EĞİTİM SİSTEMİNİN KARŞILAŞTIRILMASI VE TÜRKİYE İÇİN ÇIKARIMLAR

Abstract

Singapur, 20.yüzyılın ikinci yarısında çıktığı tarih sahnesinde yaptığı reformlarla hızla ilerlemiş ve gelişmişlik bakımından adını dünya sıralamalarında ilk sıralara yazdırmayı başarmıştır. Bu çalışmada PISA sonuçlarında ve Legatum Enstitüsü Gelişmişlik Endeksinde en üst sıralarda yer alması sebebiyle Singapur Eğitim Sistemi incelenmek için seçilmiştir. İki ya da daha fazla ülkenin eğitim sisteminin incelenmesinde sistemin geneline yönelik verilerin kullanılmasının yanı sıra diğer ülkelerin eğitim sistemlerinin eğitim faaliyetlerinin gerçekleştiği kültür ve zaman bağlamından kopmadan karşılaştırmalı bir bakış açısıyla incelenmesi faydalı kabul edilir. Nitel araştırma yöntemlerinden literatür analizi tekniği kullanılan araştırmanın sonuçlarında merkezi yapıya sahip olan Singapur’da okullara az da olsa eğitim uygulamaları, politikaları ve finansmanında özerklik verildiği bilgisine ulaşılmıştır. Öğretmenlik mesleği için en iyi öğrenciler yönlendirilmiş ve mesleki kariyer aşamaları belirlenmiştir. Öneri olarak Türkiye’de de Singapur eğitim sistemindeki gibi öğretmenlik mesleğinin toplumsal statüsu arttırılmalı, öğretmenlik mesleği için istekli öğrenciler seçilip yetiştirilmelidir.Singapore progressed rapidly with the reforms it made in the history that it emerged in the second half of the 20th century and succeeded in putting its name in the first places in the world rankings in terms of development. In this study, Singapore Education System was chosen to be examined due to its top rank in PISA results and Legatum Institute Development Index. During the review of education systems, it will be beneficial to use the data regarding the system in general, as well as to examine the education systems of other countries with a comparative perspective, without departing from the context of culture and time in which educational activities take place. In this study, literature review technique was used as one of the qualitative research methods. According the findings, in the Singapore Education system, which is structurally central, there are some autonomy in education programs, practices and financing. In Singapore, where the best students are selected as a teaching profession, the professional progress/promotion of teachers has been clearly planned. The suggestion is to improve the social status of teaching profession as in Singapore and to choose and train willing students to become teachers.
