Abstract

The goal of the present research is to present an instrument that allows the evaluation of the municipalities not only in a census form, but also in a qualitative way from the perception of citizens. The methodological procedures of this research were based on a pilot study carried out in the city of Curitiba (Brazil) and using the Sustainable Development Indicator (sdicuritiba) method, which was elaborated from three others: Quality of Life of the World Health Organization-Brief (whoqol-bref), the Urban Wellbeing Index (wbi), and Gross National Happiness (gnh). It was possible to identify the regions that need priority investments, and using the opinion of the population, it is possible to propose effective changes based on public policies, saving time, and financial investments.
