The development of Islamic education in Indonesia faces many basic problems. Includes educational tools to support academic quality and infrastructure targets to support the success of the educational process. External and internal challenges must be taken into account in developing Islamic Education. The external challenge is changes in society in the development of science and information technology. While the internal challenges are aspects of the philosophical foundation of Islamic education and its planning and implementation. Islamic education in Indonesia experiences various problems related to a system component. These components are sometimes applied as is, because they are applied without a detailed concept and planning to the Islamic doctrine, namely the Qur'an. The fact that the implementation of Islamic education has not been fully based on the Qur'an which is the foundation of various life systems. Islamic education based on the Qur’an are absolute and universal is at least a strength in the face of modernit.
