Abstract

The interaction and complementarity between foreign aid and the “major strategic themes” of development economics like industrialization, rapid capital accumulation, mobilization of underemployed manpower, and planning and an economically active state1 have been so strong that one is tempted to view it as an integral part of the package of strategic themes.
