This article presents the experience of GAZE program for the promotion of entrepreneurial culture in higher education in Gipuzkoa-Basque Country. From a conceptual standpoint, we present a relational university model and we distinguish two dimensions of entrepreneurial culture: the sense of the initiative (basic competences for developing projects) and entrepreneurship (specific competences for created organizations). We discuss some experiences of incardination of competences related to the sense of initiative based on problem solving methodologies. This experiences includes the participation of regional real agents (companies, NGOs, municipalities), which configures, in practice, the relational university model.
