One of the first attempts to designate licensed telecommumications operators as having Significant Market Power (SMP) as a result of joint dominance under the 2002 EU electronic communications regulatory framework occurred in Ireland. The market involved was wholesale access and call origination on public mobile telephony networks, or market 15 in the European Commission's Recommendation (European Commission, 2003).
