The purpose of this study was to study the sizing of operation teams as defined in the project concerning the reorganisation of operation teams in “extreme situations” (ES). These changes follow the Fukushima accident, which revived interest in the resilience of socio-technical systems. Through an empirical Resilience Model, accident simulation situations in ESs are analysed here, incorporating operation teams and their interactions with the crisis system. This paper presents the methodology put in place to analyse several groups involved in crisis management and discusses the results and the type of contribution, in order to characterise strengths and areas of progress in terms of organisational resilience.
