Abstract

The relevance of the study is due to the growth of the offshore sector in the global economy and the concern of the international community emanating from this potential threats to globalization and digitalization of international business. A vigorous growth of the offshore business has not left unmoved the governments of the developed countries, wherefrom the capital began to “out-migrate” to the countries with more favourable conditions. In this regard, this authors analyze the problems of regulation of offshore centers in the era of digitalization of international business. The leading method in the study of this problem is the dialectical method that allows to comprehensively consider the problems of regulation of offshore centers, to analyze offshore financial centers as a new object of developing international economic law in the era of digitalization. The contribution covers issues of offshore financial centers as a new object of developing international economic law in the era of digital economy; the role of international organizations in the formation of the international legal framework of offshore financial centers and in the process of monitoring changes in the national legislation of States that are offshore financial centers. Findings of this research can be used in the practice of the legislative authorities of the RF and international organizations. Theoretical conclusions of the research can be used in research and development institutes, in higher education institutions for teaching certain modules of disciplines: “Constitutional Law”, “Financial Law”, “Tax Law”.
