Abstract

The Problems of Indonesian Migrant Workers (IMW) are very complex, both involving administrative, technical, legal, sosial, economic, family problems and future guarantees (Sulaiman, T., 2001). These problems are within the responsibility of the Central Government, the Representative Institutions of the Republik of Indonesia abroad (Indonesian Embassy), Regional Governments both Province and Regency / City to Village governments, even private parties. All of these have impacts, their respective roles and responsibilities which cannot be underestimated. The publikation of Law Number 18 of 2017 concerning the Protection of Indonesian Migrant Workers, gives them better hope. But the question is how to follow up and form the model of protection. This study is a juridical review of formal legality with qualitative methods that are interpretive analytical. Data analysis uses interpretive methods with the aim of finding a more humane model of protection of migrant workers. Based on the results of the judicial and administrative studies there were significant changes in the protection of Indonesian Migrant Workers. However, practically it is not certain to have a significant impact. This can be seen from the indication that until now the Government has not issued a Government Regulation, nor has there been a region that has followed up by issuing Regional Regulations on the Protection of Indonesian Migrant Workers in their respective regions
