Abstract

Public Service Transformation Framework (PSTF) developed based on the principles andplatform of integrity of governance, patriotism, values, corporate ethics and integrity,eco-system and environment of harmonious civil service, included an advance of scienceand technology. PSTF was supported with five strategic thrusts namely empower talent,organizational re-engineering, populist service delivery, embrance and belonging andentrenched values. Hence, government agencies have a great responsibility for ensuring itbecome reality and a comprehensive instrument should be performed. As such, this studypresents the basic formation of the framework and the formulation of strategic towardsachieving the transformation. Seven dimensions of McKinsey 7S model has been used torecognize the strengths and weaknesses of the organization. An adapted set ofquestionnaire from McKinsey 7S model was developed to collecet the data. It comprises44 items: 9 items for SYSTEM, 8 items for STAF, each 6 items for STRATEGIC,STRUCTURE and STYLE, 5 items for SHARE VALUE and 4 items to SKILLS. A total of273 respondents were involved and the realibility test is used to confirm the instrumentthrough 3 criterias i.e. Coefficient Alpha (CA), Corrected Item-Total Correlation (CITC)and Alpha If Item Deleted (AIID). Analysis found that all dimensions were met thecriteria, except STRATEGIC element which is an average score is above 70%. Therelationship of correlation indicated all dimensions are significant at the p < 0.001. Thestudy also shows a significant relationship exists between KEMPIMPINAN STYLE withSOFT and HARD elements.
