The value assessment of county-level ecological assets: A case in Fengning County, Hebei Province

Abstract

The technology system for measurement of county-level ecological asset was established in Fengning County,Hebei Province, the indicator system for ecological capital evaluation was brought up based on the remote sensing data of high spatial resolution ratio(Landsat-5 TM data and SPOT-5 data). The study results show that the spatial and temporal adaptive vegetation index fusion model, which can simulate the TM NDVI time series data and meet the need of the NPP high-precision estimate in county-level ecological capital evaluation, and the root mean square error (RMSE) of simulation result reached 0.0702. The total ecological asset in 2008 in Fengning was 41.444 billion yuan, and the unit area value was between 1123 yuan/hm2 and 390029 yuan/hm2. The ecological assets of three natural vegetation ecosystems include forest ecosystem, bush and grass ecosystem reached 34.905 billion yuan, and the percentage of the total ecological asset in Fengning was 84.22%. So the natural ecosystems had an important role in ecological assets in Fengning County. The research results had significance to promote the establishment of the accounting system of the county-level ecological assets.
