Abstract

General Election Commission's readiness in carrying out simultaneous elections is still minimal and immature, this is evidenced by the still many patches of the electoral stages due to lack of legal certainty of the Election Commission's Regulations regarding the schedule of stages and about other regulations that always change during the election stage, this creates obstacles in the implementation of the stages, as well as a lack of understanding of grassroots electoral regulations which results in the accumulation of public distrust of the election organizers. This study uses descriptive qualitative research methods using empirical facts about the 2019 election due to delays in the distribution of logistics that have an impact on the Advanced Voting. in Banggai Regency. Even though the KPU of Banggai Regency has experience in conducting simultaneous elections for regional heads of the Regent and Deputy Regent of Banggai Regency along with the Governor and Deputy Governor of Central Sulawesi, there are still logistical management failures. The need to pay attention to the legal drafting of Election Commission Regulations to be consistent and not loose so that PKPU changes do not always occur during implementation, there is a need to understand understanding of statutory regulations by stakeholders to avoid ambiguity (multi-interpretation), and election regulations have strength and legal certainty formally to regulate the mechanism and resolve all issues related to the election, the general election itself is not the task of the Commission alone so that it becomes responsible and its own obligations, but it is the government's obligation to facilitate election activities.
